近日，欧盟委员会起草一项REACH法规修正案，拟禁止壬基酚聚氧乙烯醚(NPEO)含量超过0.01%的纺织品在欧盟市场上销售，该草案预计在今年实施，过渡期为60个月。
NPEO目前被广泛用于各种行业的清洁剂，乳化剂和表面活性剂。在一些非欧盟国家，NPEO在纺织工业领域被用作洗涤过程中的洗涤剂和染色过程中染色助剂。研究表明，NPEO对哺乳动物和水生生物存在毒性及致癌性，同时NPEO有类似雌性激素作用，能危害人体正常的激素分泌的化学物质，即所说的“雌性效应”和畸变。随着时间的推移，NPEO会分解产生烷基酚类化合物，该类物质被欧盟分类为致癌物。
该REACH法规修正草案规定，纺织品中NPEO限量不得超过0.01% (100 mg/kg)，纺织品定义为纤维含量超过80%(重量比)的产品，这个定义与欧盟纺织品标签法规要求相一致。
