On July 29, the State Council Information Office held a press conference on “Opinions on Deepening the Reform of Fire Law Enforcement”. Liu Weijun, Director of the Certification and Supervision Department of the State Administration for Market Regulation, said in response to reporters’ questions that quality certification is an internationally accepted quality management method and trade facilitation tool, and its essential attributes are to convey trust and serve development. The State Council attaches great importance to quality certification work. On January 17 last year, it issued the “Opinions of the State Council on Strengthening the Construction of Quality Certification Systems and Promoting Total Quality Management” (Guofa [2018] No. 3), making comprehensive arrangements for quality certification work. The removal of 13 fire-fighting products from the compulsory product certification catalog this time is also an implementation of the State Council’s reform spirit of “delegating power, delegating power, delegating power, delegating power and optimizing services” and the requirements for quality certification work.

Currently, the catalog only retains three types of products that are directly related to personal safety: fire alarm products, fire extinguishers, and evacuation products for use in public places and residences. After the reform, the State Administration for Market Regulation and the Ministry of Emergency Management will focus on three tasks to ensure the quality and safety of fire protection products:

First, for fire protection products whose compulsory certification has been cancelled, the market supervision department will continue to strengthen in-process and post-event supervision together with the fire department. Supervise and manage its production, circulation and use in the fields of production, circulation and use in accordance with the division of responsibilities and laws and regulations, and take support measures to encourage enterprises to conduct voluntary certification.

Second, for fire protection products that retain compulsory certification, the market supervision department will further strengthen CCC certification supervision. Focus on the advantages of comprehensive market supervision, innovate supervision methods, and focus on investigating and punishing unauthorized production, sales, and imports without CCC certification, as well as forging, fraudulent use, and buying and selling of CCC certification certificates, so as to ensure that CCC certification “ensures safety” and “guarantees the bottom line.”

The third is to strengthen supervision of certification activities. Highlight the main responsibilities of certification agencies, strengthen the supervision and law enforcement of government departments, strengthen supervision of fire product certification activities, and at the same time give full play to the supervisory role of all parties in society, including the media, to effectively maintain a good and fair market environment and ensure the effectiveness and credibility of the fire product certification system.
