Shaoxing’s spring pollution cleanup is in progress! Investigate multiple printing and dyeing companies
Recently, Shaoxing City’s ecological environment law enforcement officers were divided into seven teams to conduct spring pollution cleanup and cross-enforcement operations in the Yuecheng District (Paojiang) area. So far, a total of 172 law enforcement officers have been dispatched in this special operation, 56 companies have been inspected, 124 problems have been found, 11 companies have been put on file, and 44 companies have made rectifications.
During the operation, it was discovered that some printing and dyeing and chemical enterprises in the Paojiang area had a weak awareness of solid waste management, the treatment efficiency of environmental protection facilities was low, and the wastewater, waste gas, and solid waste ledgers were filled in Irregularities and other issues. This issue uses cases to interpret the law to further strengthen corporate environmental awareness, standardize industry production behavior, and enhance the deterrent effect of special actions.

Case 1
On April 7, 2021, law enforcement officers discovered clues to environmental violations based on law enforcement inspections. A total of 8 shaping machines in the No. 1 factory area of a printing and dyeing company in Shaoxing City have been installed and collected. After being collected, all exhaust gases are passed into the exhaust gas treatment facility of the No. 5 setting machine, but the treatment facility is not in operation. Suspected of improper operation of exhaust gas treatment facilities.
Case 2
On April 8, 2021, law enforcement officers conducted an on-site inspection at a Shaoxing printing and dyeing company located in Doumen Town, Yuecheng District, Shaoxing City. At the time of the inspection, the company’s setting machine was in production, and the exhaust gas treatment facilities supporting the setting machine exhaust gas were in operation. However, the electrostatic adsorption device in the exhaust gas treatment facility is not running, and the current and voltage of the electrostatic adsorption device are displayed as 0, which is suspected of abnormal operation of air pollution prevention and control facilities. Law enforcement officers opened a case and launched an investigation that day.
The behavior of the above-mentioned parties violated Article 20 of the “Atmospheric Pollution Prevention and Control Law of the People’s Republic of China” which “is prohibited from temporarily suspending production for the purpose of evading on-site inspections by illegally discharging, tampering with or forging monitoring data, and starting emergency discharges in non-emergency situations. Air pollutants are emitted through channels, abnormal operation of air pollution prevention and control facilities, and other ways to evade supervision.”
According to Article 99, Item 3 of the “Atmospheric Pollution Prevention and Control Law of the People’s Republic of China”, “Anyone who discharges air pollutants by evading supervision shall be ordered by the ecological and environmental administrative department of the people’s government at or above the county level to make corrections or restrict production or suspend production for rectification , and shall be fined not less than RMB 100,000 but not more than RMB 1,000,000; if the circumstances are serious, the company shall be ordered to suspend business or close down with the approval of the people’s government with the power to approve.”
