A printing and dyeing enterprise in Zhejiang faces criminal prosecution for its wastewater exceeding the standard by 71%
Recently, when checking the historical data of automatic wastewater monitoring flow, the Zhuji Branch of Shaoxing Municipal Ecological Environment Bureau found that since March 2021, a printing and dyeing company in Zhejiang has been experiencing abnormal phenomena of regular fluctuations.
After further analysis, law enforcement officers found that the company’s average daily sewage discharge has gradually increased since the end of 2020. By March 2021, the average daily sewage discharge had increased by nearly 50%, but the company’s corresponding Sewage treatment facilities have not been expanded or renovated, so it is inferred that there may be illegal sewage discharge.
On April 6, 2021, the law enforcement officers of Zhuji Branch and the public security conducted a surprise inspection of the company and found that the on-site situation was completely consistent with the data research and analysis. Law enforcement officers conducted overnight inquiries and investigations on the management and operators of the company’s sewage treatment station. The findings are as follows: Since the end of last year, due to an increase in business orders, the company’s sewage discharge has exceeded the processing capacity of the existing sewage treatment facilities. In order to avoid the automatic monitoring system of pollution sources, the company uses manual operation of the lifting pump and main valve to control the concentration of sewage, so that the COD concentration in the automatic monitoring data always remains around 170 mg/L, while the actual sampling test is 343 mg/L, which exceeds the “Textile Dyeing and Finishing” Industrial water pollutants Discharge Standards” meet the limit requirements, with an exceeding rate of 71%.
This behavior violated the provisions of Article 1, Item (7) of the Interpretation of Several Issues Concerning the Application of Laws in the Handling of Criminal Cases of Environmental Pollution by the Supreme People’s Court and the Supreme People’s Procuratorate. At present, the public security organs are still continuing to investigate the case, and the three main suspects have been criminally detained.
